  Unable to install virtualbox-guest-dkms on scratch install.

Bug description:
  Hi

  Some headers files are needed if vitualbox-buest-dkms is installed in
  a scratch system. Installing build-essentials resolves the issue so I
  guess vitualbox-guest-dkms needs to depend on build-essentials or
  less.
