But upon reboot to run new kernel,

I found out what my issue was with loading upstream kernel - user
error. I needed to select correct kernel flavor amd64. I was able
to install the following upstream kernel.
linux-headers-3.17.0-031700_3.17.0-031700.201410060605_all.deb
Phil, in order to satisfy upstream's testing requirements, you would
want to test successively older kernel versions until you get to
something that would be testable.

Thank for for the BIOS update information. I dl'd the BIOS update and
applied it to my laptop. I upgraded from A02 - A04, new Dell laptop
bought in Sep '14 had old BIOS even though BIOS A04 was released in May.
I ran the command you requested:
sudo dmidecode -s bios-version sudo
BIOS was updated to A04, issue is still occuring, although there does
seem to be some minor improvement in severity of issue. Now I don't
