Hmm, that might indicate this was introduced by an Ubuntu SAUCE patch.
Can you also test the -proposed kernel:
https://launchpad.net/ubuntu/+source/linux/3.18.0-12.13/+build/6760263
If the bug still exists in proposed, we can bisect between the 3.16 and
3.18 based Ubuntu kernels.

Vivid is now based on the v3.18.2 upstream stable kernel, but we'll be rebasing
to v3.18.3 shortly. We'll also be rebsaing our
unstable branch to v3.19-rc5 and get that uploaded to our team PPA soon.3.18.2
updates and will soon be rebased to 3.19.
Can you test the latest Vivid kernel and see

Thanks for testing, Scott. Can you also test the latest upstream 3.18
kernel to see if the commit in 3.19-rc4 was sent to stable and already
made it's way there?

If it didn't, we can perform a reverse bisect to find the commit that
fix
I'm now running upstream kernel and not seeing this issue. mplayer plays fine
and hangout does not have glitchy video.

Can you also test the mainline kernel to see if it fixes this bug as
also requested in bug 1410921 ?
Depending on the testing results for both bugs, we can perform a bisect
or "Reverse" bisect.
