I installed version 18.10 and tested Bluetooth and the problem persists!
the audio started skipping and then it disconnected the device.

The "main" Bluetooth skipping problem was fixed a few months ago in Ubuntu
18.04 here:

That fixed the main bug in PulseAudio but there may remain some driver-
specific bugs in the kernel like this one...
Are you using 18.04 or
