  The device "SynPS/2 Synaptics TouchPad" is detected and all
  modules/drivers are loaded but is not sending any events.

  Attached is the output of

  cat /proc/bus/input/devices
  sudo evtest /dev/input/event7 (after clicking and trying to move the cursor 
of course)
  xinput
  xinput list-props 13
  lsmod

  The touchpad works with Ubuntu 14.04 (not sure about the kernel
  version) and is working fine in some of the built-in recovery-
  functions. I tried the obvious fn-key-combo for locking the touchpad,
  but it did not make a difference. USB-Mouse is working fine.

support/product/alienware-13-r2/drivers an update to your computer's
buggy, insecure, and outdated BIOS is available (1.2.13). If you update
to this following https://help.ubuntu.com/community/BIOSUpdate does it
change anything?

Please note your current BIOS is already in the Bug Description, so
posting this on the old BIOS would not be helpful.

Also, you don't have to create a new bug report.

Once the BIOS is updated, if the problem is still reproducible:
1) Please provide the output of the following terminal command (not perform an 
apport-collect):
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date
2) Please make a comment specifically advising on if there was an improvement 
or not.
3) Please mark this report Status Confirmed.

If it's not reproducible, please mark this as Invalid.

I tested with the latest upstream kernel[0].

Unfortunately I still have to manually blacklist i2c_hid for the
touchpad to work, which is at least some steps less than described
here[1].

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.6 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".
