Somehow this appears to have possibly landed in xenial without undergoing the verification expected (which might explain why it was still in New, rather than Fix Committed). I have set this back to Fix Committed for xenial, and re-did the verification. The package will build now and be available at https://launchpad.net/ubuntu/+source/nplan/0.13~16.04 in a few hours, and then in the -proposed repository. Please help us by testing this new package.
