I too have a Dell XPS 9360, and I'm still experiencing this issue
running the latest 4.10 kernel on 16.04 LTS with HWE-Edge:
$ uname -a
Linux blackhole 4.10.0-14-generic #16~16.04.1-Ubuntu SMP Fri Mar 17 17:28:20
UTC 2017 x86_64 x86_64 x86_64 GNU/Linux
I can confirm I have all the latest updates
After I submitted this report, I upgraded to kernel 4.6 to see if that
helped. It did not, but when I upgraded to Ubuntu 16.10, the bug
resolved itself.

Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.10 kernel[
