OK, I just got news from the owner of the machine. The new version
(after upgrade, for which the network is repaired) is:
Linux ... 4.8.0-46-generic #49~16.04.1-Ubuntu SMP Fri Mar 31 14:51:03
UTC 2017 x86_64 x86_64 x86_64 GNU/Linux
So everything's fine, the proposed update does fix the bug.

after upgrade.
I've asked the person to check which version is running (uname -a), I'm
waiting for the answer.

I also found this on my Acer Aspire laptop, which has a Qualcomm WLAN
module. The update to 4.8.0-44 seems to have removed the entire
directory of wireless driver modules.
The effect is that the hardware isn't recognized at all, which initially
led me to suspect a hardware error.

Would it be possible for you to test the proposed kernel and post back if it
resolves this bug?
See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to
enable and use -proposed.
