  Shutdown hangs when laptop is on battery power

Bug description:
  On a Lenovo T570 laptop running Ubuntu Desktop 17.10, shutdown / power
  off will hang if the laptop is on battery power.  The dots underneath
  the Ubuntu logo will continue cycling, but the laptop will never
  actually power down.  If the laptop is plugged in, shutdown / power
  off will succeed.
