I could reproduce with kernel 4.4.0-115.139. Removing dnsmasq's Apparmor profile doesn't change anything. Oddly enough, the same thing works perfectly for my xenial container. My lxd-bridge has dnsmasq contained by Apparmor which is non standard but always worked flawlessly.
