When I wrote the workaround, I didn't observe this:

I am using a ThinkPad E585, which has a Raven Ridge APU, and the problem
still exists for me in kernel 4.20.15.
`lspci` shows that my USB controllers' device IDs are the ones in the
list of devices for which the fix is applied (15e0,15e1), but I am still
receiving the same error and no USB devices
This bug was erroneously marked for verification in bionic; verification
is not required and verification-needed-bionic is being removed.
