  RNDPLUS USB Touchscreen appears and disappears constantly

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  On Ubuntu 14.04 (kernel 3.9.0-31) this was perfectly functional. After
  upgrade to Ubuntu 16.04 (kernel 4.13.0-37), following symptoms are
  observed.

  1. Linux may not boot sometime when the USB touchscreen is plugged in.
  2. If it did boot, see the below message repeatedly with the 'device number' 
incrementing.

  Exact symptom found with 16.04 is found with 18.04 LTS as well.
