If this issue doesn't happen to Bionic (which uses v4.15 based kernel),
I think it's reasonable to upgrade. The bcmwl should work be able to
build against v4.15.

I installed linux-kernel-4.16.0-041600-generic, I'm able to boot it but
Broadcomm WiFI driver which I supsected as a reason fails:

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.16 kernel[0].
