Issue does not exist in kernel 4.15.0-15 and earlier, it is only present
in kernel 4.15.0-20. Due to other issues not relevant to this bug
report, the most current and completely working kernel I am using is
4.13.0-41. I will attempt to test a kernel from the 4.17 range and
report back.

Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.17 kernel[
