This was a clean installation of Xubuntu 18.10 on my Toshiba Satellite C650 and the issue with the blanked screen NOT responding to Keystrokes or Mouse Events was observed during Installation and has continued since the clean installation! With the Upstream Kernel I have the same problem with the blanked screen NOT responding to Keystrokes or Mouse Events and as with the stock kernel, my Laptop will unblank when I plug an External Monitor into the Laptop's VGA Port! Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem? Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.20 kernel[0].
