When transfering from Ubuntu to Windows 10 speed is steady at 90MB/s (instead of 110MB due to a bug that I've already reported) Iperf3 shows consistent speeds without any fluctuation. I'm quite disappointed because there was no such problem a few weeks before. I'm guessing that this may have been an update that broke it. It's unlikely that I wouldn't have noticed it, because I was troubleshooting another issue related to transfer speeds.
