In Ubuntu 18.10 and beyond, the desktop is quite laggy and choppy, to
the point where moving windows around the screen appears to be a stop-
motion at 5FPS or so. Mouse movement is choppy, animations are
grindingly slow, and this overall slowness does seem to affect text
input into GUI dialogs (missed keys, etc). However, performance is fine
in TTY, even with more active programs like HTOP and full-screen text
images like NCURSES looking stuff. This issue wasn't present in
18.04(.1) but could be triggered by using a newer kernel or updating the
MESA stack. I'm using a STRIX Vega 64 for my GPU and I've installed
Ubuntu 19.04 and only run updates and installed inxi and lm-sensors so I
can provide more data if possible. (EDIT: Would also like to note that
CPU usage is pretty low, and there's nothing pinning the CPU or spiking
it from time to time. I believe this is solely graphical, but I am *not*
100% certain at any rate.)
