I had already downgraded and couldn't try the suggested workaround from
#15. I've upgraded to disco again and the popping is still there, but
the workaround quiets it.

  popping/clicking noise in headphones when not playing anything. If
  some application is playing audio, the popping does not happen, but if
  playback stops, the popping returns. Downgrading to 18.10 makes the
  noise go away. Also did not happen in 18.04 or 17.10.

Please edit the /etc/modprobe.d/alsa-info.conf, add "options snd-hda-
intel power_save=0", then reboot.

BTW, we will try to find how to fix this issue when runtime PM enabled.
