I have an HP notebook computer which uses the same AX1650 WiFi chip.
After suspend (sleep) and resume, WiFi ceases to function. Rfkill
indicates that the radio is hardware blocked. Are any of you
experiencing the same?

Could you also try `power_scheme=1` option for the iwlwifi module? That
is:
echo "options iwlwifi power_scheme=1" > /etc/modprobe.d/iwlwifi.conf

From my googling the Dell 7590 seems to have a Killer
This bug also affects the original Intel AX200 wifi card.
