I have the same issue. I'm on ubuntu 18.04.4 LTS ( kernel 5.3.0-40-generic )
The camera is an Ipevo P2V Point 2 View USB Document Camera.
when I plug the usb dmesg -w show :
[ 3390.529798] usb 1-1.4: Manufacturer: IPEVO Inc.
[ 3390.531093] hid-generic 0003:1778:0214.0006: hiddev0,hidraw2: US
That commit fixes the tissue.

kernel bisection:
$ sudo apt build-dep linux
$ git clone

$ cd linux
$ git bisect start
$ git bisect good Ubuntu-4.4.0-170.199
$ git bisect bad Ubuntu-4.
I tested on ubuntu-19.10-desktop-amd64 live image with kernel 5.3.0-18.
The camera works as expected.

I have the same issue with a USB microscope ID (eb1a:2771) eMPIA
Technology, Inc.
It used to work some weeks ago. The camera/microscope is no longer
working on kernel 4.4.0-173. Uvcvideo fails with the kernel message
'uvcvideo: No streaming interface found for terminal 2' and no
`/dev/videoX` devi
