I had the same problem with Kernel 5.8.0-41. All Kernel after that had
no LAN INternet.
I solved it today. As I installed two packages I dont know which one
solved the issue.
First I installed sudo apt install ntp ifupdown (a hint from a forum
regarding this issue)
Then I re-installed sudo apt
I did an apt-get update && apt-get upgrade this morning and it bricked
my server --network was gone. I ended up having to call out of work and
spend the day on linux forums trying to figure out how a simple update,
something we've all done 1000s of times bricked my machine.
Here are the details -
This is still happening to me on up to date 5.8 kernel. I'd consider it very
serious
bug as for non-technical user the internet just stops working and updates
cannot fix it.
Workaround is to choose 5.4 kernel from grub menu.

The recent kernel update to version 5.4.0-59-lowlatency solved the
problem for me. The Ethernet works correctly.

The issue is *STILL PRESENT* in 5.8.0-33.36
Same kernel message:
[ 17.824691] genirq: Flags mismatch irq 16. 00010080 (enp4s0) vs. 2080
(uhci_hcd:usb3)
Also a question:
Why were all kernel 5.8.0-31 packages removed from the repository recently?
They just vanished without a trace.

In case it helps, I'm also affected by this bug, but for a prior version
of the kernel: 5.4.0-56-lowlatency on Ubuntu Studio. Booting with the
previous kernel version (5.4.0-54-lowlatency) restores the Ethernet
interface.

This bug causes network interface to be unavailable, and `apport-collect`
requires Internet connection to proceed.
