  sudo stops working, shutdown not possible

Bug description:
  using any command with sudo results in no prompt for passwd or any result at 
all. no output, no return to input prompt, nothing.
  various other things, probably related, don't work either.
  cannot start firefox, cannot shutdown (even using a different tty, shutdown 
will get stuck at systemd waiting for about 15 different commands to finish)
