Unable to boot rpi3+ after apt dist-upgrade

[Steps to reproduce]
1. Flash following image on rpi3a+:
   
https://cdimage.ubuntu.com/releases/21.10/release/ubuntu-21.10-preinstalled-server-arm64+raspi.img.xz?_ga=2.116775055.841111446.1645092439-394390262.1600931043
2. Boot into system
3. sudo apt update
4. sudo apt dist-upgrade -y
5. Reboot the system
6. Check kernel version using "uname -a"

[Actual result]
Error when upgrading kernel, and unable to boot rpi3+ after apt dist-upgrade

[Expected result]
System can boot up and kernel is upgraded to correct version

[Additional information]
Hardware: rpi3a+
Kernel Version: 5.13.0-1016-raspi
