Verified fixed in kernel 5.15.0-23-generic + nvidia 510.54-0ubuntu2

However:

 * I can't tell which package fixed it because 5.15.0-22-generic now refuses to 
boot.
 * If you have the monitor turned off during boot then the same problem occurs 
in 5.15.0-23-generic.

Works with nvidia 510 driver. So I set the issue to fixed release for
this. Is there anybody using the 470 driver who could confirm it works
there too?

Was able to reproduce this bug on two of my machines aswell. Both were
using Nvidia 3000 Series graphics. Booting the 5.15.0-18 Kernel or 5.16
Mainline Kernels didn't have this issue.

Seems like only 5.15.0-22 is affected by this bug.

  Steps to reproduce:

  1. Boot Ubuntu.
  2. Press Ctrl+Alt+F4.

  Expected: VT to be displayed
  Observed: Monitor turns off.

  Notes:
   * This failure only happens in 5.15.0-22-generic. Kernel version 
5.15.0-18-generic works fine.
   * I am currently using the nvidia-470 driver in case that's relevant.
