Public bug reported:

Sometimes Kubuntu doesn't wakeup from sleep and i have to use the hold
power button restart.. This wasn't an issue in Kubuntu 22.10. Now i'm on
23.04. When the laptop sleeps it usually blinks orange light and when it
is on it has constant blue light. So when i press the keyboard to wakeup
then i noticed it was blue light, but screen doesn't light up. I also
tried to increase/decrease brightness without luck. I don't remember
whether after sleep the light has gone into orange blinking this time,
cause i didn't expect this issue to appear.

I'm pretty sure i have also noticed this issue before in a different
distribution which used a newer kernel than what was available in 22.10.
I think it was Arch Linux, but maybe Fedora. I used Arch before and
Fedora for a few days before Kubuntu 22.10.
