Hi,
With Optiplex 740, i've successfull install ubuntu 14.04 from livecd.
This is how :
No need to upgrade BIOS.
Create your boot live cd AND a boot live usbkey  with the exact same 
distribution.
And it woks for me.

Lucky... as i am ;)

  WORKAROUND: Add "mem=1G" to the boot options. The LiveCD should then
  boot normally. Please note that this option is not necessary when
  Ubuntu is installed.

  WORKAROUND: The best solution so far is to go into the BIOS (press F2
  when the PC first turns on) and under PERFORMANCE menu disable C
  STATES CONTROL.

I'm hopeless since I don't have a C state option under the Performance
menu on the BIOS setup, and could not add the mem=1G on the 14.04 live
image.

My bios revision is 1.2.2
