Hi, With Optiplex 740, i've successfull install ubuntu 14.04 from livecd. This is how : No need to upgrade BIOS. Create your boot live cd AND a boot live usbkey with the exact same distribution. And it woks for me. I'm hopeless since I don't have a C state option under the Performance menu on the BIOS setup, and could not add the mem=1G on the 14.04 live image.
