I have a Razor Viper Ultimate (Model No: rc30-030501) and can confirm I am having this same issue. On startup the mouse doesn't move the cursor even though the lights are on, then when I unplug and plug in it works. It is a wireless mouse but I am using it plugged in on the laptop I am on. A "normal" USB mouse always works.
