funny thing is that i also decided to try the latest upstream kernel and

If this is now fixed in mainline, it might be worth testing the latest
upstream stable 4.4 kernel. It can be downloaded from:

If 4.4.13 upstream stable fixes this bug, then the commit will be
applied to Xenial through the normal
I have just tried the Linux Mint 18 Cinammon 64 bit beta version and the
problem exists there too.

So it seems we should make the "ondemand" init script a no-op if
/sys/devices/system/cpu/cpu0/cpufreq/scaling_driver contains
"intel_pstate", since in this case "ondemand" is worse than
"performance"?

Note that with old cpu (Piv q9550) the cpufreq subdir does not exist (with or
without cpufreq* installed).
So checking that path will always fails.

I recently acquired the hardware so I don't know if it has worked on
earlier kernel versions. I'll test with latest upstream.

"performance" default there, and only do the "ondemand" thing for older
processors.

In yakkety I'll add an ondemand.service to systemd, as
/etc/init.d/ondemand fell out of the standard installation (as
"initscripts" is now -- thankfully -- gone). I'll keep the xenial task
in case someone is interested in SRUing this.
