Hello, I can confirm that this bug still exists in 20.04.
I am using NVidia 340.108 because this is a 12 years old laptop with a
completely obsolete GeForce GT230M.
Workaround #34 (removing quiet splash) worked but slows down the boot
process due to the speed of writing on the console.

Same issue here. Ubuntu 20.04 fully updated running on a Dell Latitude
5590. Started after VPN connection over wifi. It works ok sometime and
then VPN and network stopped working in this case. Changing to cabled
connection just in case meanwhile the issue gets solved.

So, with my usual kernel version, 5.4.0.40-generic, adding that line

-editing the grub), the touchpad works, but after the laptop goes idle

The new testing kernel -- 5.4.0-42.46 -- does work on my machine! Sound
works, mic works. One odd thing: with headphones plugged in, sound is
output at both headphones and internal speakers. And it's not immediately
obvious to me how to mute the speakers but leave the headphones on.

when I did apt-get update && apt-get dist-upgrade, I saw that nvidia-430
package had the version 64 update that was just released a few days ago.
After installing it, my system wouldn't boot to xwindows.
Failsafe boot to gui wouldn't work either
