tty7 and I haven't looked into why it doesn't switch straight to a tty1 though

We have tried more tested and verified,so far still not resolved this issue and
but we have workaround them commented "# set vt_handoff=vt.handoff=7"in
grub.cfg ,It would can switch straight tty1.however,Do you known what's mean
about gfxmode ?
This issue always happened in PXE OS
After update to 4.4.0-64.85,that still would stop at tty7 and it doesn't
switch straight to a tty1

No an update/upgrade, I just OS installed was complete with default
kernel(4.10.0-28) ,It's only happend in BIOS is Legacy mode(UEFI PASS)
After Update to v4.14 kernel still doesn't fix this issue.
