Similar here. Touchpad freezes totally after suspend. I'm not sure about the keyboard, as I stay in the graphic environment - I suspect it doesn't quite work either. As for others, only a complete turn off - turn on helps, reboot does not.
I have Fujitsu Lifebook E744, this happens with both openSuse Leap 15 and now Kubuntu 19.10, so this isn't distro specific. I have seen recommendation for sudo apt-get install --reinstall xserver-xorg-input-all but it did not solve this issue.
