I have followed instructions on https://askubuntu.com/questions/161862
/nec-upd720200-usb-3-0-not-working-on-ubuntu-12-04 . Firmware update did
not change anything: board is recognized, but plugging a device has no
effect, no log in dmesg, nothing. lsusb -t reports no device attached.

  the USB3 host controller.

  i am now running Ubuntu 16.04 on this MSI MS-7666 x58 Big Bang XPower (2x 
USB3 sockets on the backplane outlet).
  i have switched to the latest firmware (3.0.3.4) for NEC/Renesas uPD720200 by 
flashing it
  but no evidence with "lsusb -t" that the plugged USB3 device is present at 
all.

  plugging the device to some USB2 port makes it work nicely.

  the bios (latest AMI BIOS 1.17) does not offer anything looking at
  least barely useful to me for this USB3 problem other than "legacy
  support at boot time" but this had no effect at all - as i feared.
  (this lack of options is probably unlike what other Board/BIOS do
  offer.)

TL;DR: This bug still happens Ubuntu 18.04.

No Windows here so not tried Windows.

lspci | grep -i upd

03:00.0 USB controller: Renesas Technology Corp. uPD720201 USB 3.0 Host
Controller (rev 03)

Have tried to plug in two USB3 hard disks, one mouse. At all times,
lsusb -t shows controller but nothing attached. Plugging/unplugging a
device causes no activity, nothing in dmesg.

Plugging/unplugging the same devices in another port on same machine
(different controller, USB2) causes normal activity, messages in dmesg,
devices work.

Did this issue start happening after an update/upgrade?  Was there a
prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.8 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".

just for clearness (as it is easily beeing confused):
* uPD720200a -> rev.4 -> firmware 4.x.x.x and maybe 3.x.x.x
* uPD720200 -> rev.3 -> firmware 3.x.x.x only

in my case it's a rev.3 device on the mainboard.
