This is not a kernel bug. `lsusb` from usbutils package
(bionic/cosmic/disco) only read name strings from usb.ids [1] files.
Upstream has merged a PR [2] to fallback to kernel sysfs attributes, and
with that the names will be correctly shown.

Wow, lots of different devices have started shipping the same
fingerprint scanner since I first raised this issue.

  The Goodix GF3208 is not being recognised by the system (Dell Inspiron
  15 7577). What's worse is that it isn't even showing the manufacturer
  vendor id information when doing:

  The Goodix GF3208 is not being recognised by the system (Dell Inspiron
  15 7577). What's worse is that it isn't even showing the manufacturer
  vendor id information when doing:
