This still happens in a fresh install of 19.10 with discrete-only graphics (Nvidia enabled, Intel disabled in BIOS) and with the nvidia driver. I did some testing: deactivated the dedicated graphics in the bios, booted to ubuntu 18.04 and 18.10 (installed parallel) and both worked.
