I followed the instructions in the comment above with "apport-collect
1747307", however, I opened the bug for network-manager, I'm not sure
why there are two reports, one for network-manager and one for linux.

Bug description:
  After the laptop has resumed from suspend, there are no Wi-Fi networks
  listed in the network manager applet. The connection still works but
  the applet shows the Ethernet connection icon.

  Steps to reproduce:
  1) close the laptop lid to enter suspend (or click "suspend" in the system 
menu in the upper panel)
  2) re-open the laptop lid, resuming the laptop from suspend, unlock the screen
  3) check the network manager applet, no Wi-Fi networks are listed, disabling 
and re-enabling Wi-Fi doesn't help

  This is a problem because it isn't possible to connect to another Wi-
  Fi network.

  The problem disappears if i run:

  sudo systemctl restart network-manager.service

  as described here: https://askubuntu.com/a/761220, however, the
  systemd unit file solution suggested in the same answer doesn't work,
  probably due to a timing issue (the command is run too early and the
  Wi-Fi card is not ready).
