It looks like this issue has been happening multiple times. Apparently
it doesn't happen if we try to update a clean install. And the common
denominator seems to be that lxd is installed and some containers are
running.
So, I've tried the following:

Thanks for the reply. Actually I was testing the upgrade procedure which
most users will do after the stable 19.10 is released. Most of them will
not do a clean install, so tracking any bugs beforehand is critical.
