  xHCI on AMD Stoney Ridge cannot detect USB 2.0 or 1.1 devices. 

  [Fix]
  The xHCI in question doesn't have proper support for D0 PME, so strip it from 
PM capability.

  [Test]
  The xHCI can detect USB 2.0 and USB 1.1 device with the fix.

  [Regression Potential]
  Low. Has limited scope and doesn't touch any driver code.

  xHCI on AMD Stoney Ridge cannot detect USB 2.0 or 1.1 devices.

  The xHCI in question doesn't have proper support for D0 PME, so strip it from 
PM capability.

  [Test]
  The xHCI can detect USB 2.0 and USB 1.1 device with the fix.

  [Regression Potential]
  Low. Has limited scope and doesn't touch any driver code.
