Hi,
I had the same problem - the PCB manufacturer said there was too much overlap of mask over pad.
This can be set as follows in PCBNEW:
Go to Dimensions (top tool bar)
Go to Tracks and Vias
Set "Mask clearance" as required (I used 0.004 and PCB manufacturer ishappy with that)

If I understand correctly, this only changes the mask clearance around
vias and traces. I need to change the clearance around the pads in
the module editor.
