Normally, you have a very limited space available for the text and that means 
that most designers prefer the database number instead of the value.

However. You can edit the layer manually BUT! 

I do recommend changing the source of the information rather than changing the 
output...

After a bit more experimenting I have found that they come out on the
Copper silk even though they are set to component side. This is in my
mind a bug. The only way I can get them to
the component side is to say edit footprint, change fields to copper
side, close dialog, open dialog, change fields to component side and
close dialog. Now if I generate the gerber file they come out on the
components side ??
To change all of them I found it quicker to edit the brd file.
