Yes easily.
Select the part you want to edit.
when you draw a circle. line or box, right click and select
line/circle/rectangle options then untick the common to units box,
whatever you drew will then only appear on that part and not the others.

I am trying to create a printout with silkscreen and/or pads but also with
references for manual soldering/repairs.
I remember that it was possible somehow under V20090216 but I can't find any

reannotate everything. That got the ERC working. Now I'm chasing
