I sent the .dsn file to the head of freerouting.net and got told that it only supports closed polygons and arcs as outlines, but not full circles. So I ended up with using 4 arcs.

I was planning to get the boards cut as a circle. It is possible to work around this with a polygon as the outline just so the autorouter works and then replace it with a perfect circle. I'm just not sure if the problem is kicad or the autorouter.
