Both solution are allowed and available.
There is a third one : SRU/SRW if you need. (zebra is both z3950 and
to apply xsl, you need to edit the koha-conf.xml in order to set your
XSL for the schema or OID type you want to answer to.
And zebra interprets SRU queries see zebra documentation for that... And
pqf.properties file.
