I have never seen an ILS that uses Location for circulation rules, but I
have always thought it was better than Item type . To the patron, a book
is a book, but when staff need to change the loan period for a certain
category of books, they have to create a new item type, such as
'REF-BOOK.'

I am not sure if it helps, but in the example which you gave, you could
make the archives its own library branch in Koha. You could then apply
different circulation rules in that branch.

of a periodical move from the normal part of the library to an "Archives"
location that is more dense, and maybe climate controlled for preservation.
