A few questions:
1) are you running a GUI on the server?
2) are you running memcached OR plack?
3) are you running any other software on the server (e.g. Drupal / DSpace etc)
and finally 4) which version of Koha?

Recently we are implemented KOHA on Ubuntu 16.04 everything is fine, the
server has 16GB RAM but we are always seeing lack of RAM due to this
process:

Is it something which can be restricted ? can we secure the requests to
