My question is this:
Should it display All or the value for which it is filtering?
Filters like that should always display the current selection. This is
a pattern which we try to maintain throughout Koha and instances which
violate this pattern are considered bugs.

I am currently working on Bug 7567, News by Library, and one thing that came
up while testing is the filtering. I have a very simple question which
doesn't even require applying a patch. It just requires staff client access
