I think Item types are the best way to manage this rather than a different

1.Setting notices up to run is part of a cron job. Can't answer anymore
there as Catalyst look after those for us.
2.As to adding the due date to notices. For the advance ones we don't
include it, the notice just says 'due soon'. For the overdue notices, adding
... Mobile OPAC, and put together a implementation plan ...
Some thoughts from a non-Koha-specific perspective.
As background, I spent some time working on a mobile Tomcat skin for
my Voyager ILS, but ended up scrapping that as we were close to
deploying Summon, which has a mobile version.
BibLibre also indicated they were working on a mobile CSS.
