You have to switch on the EnhancedMessagingPreferences for theses
messages to be sent.
If you want to enable options for all patrons, you must do that in the
cli of your dbms.
For example, for Item checkout and Item check-in:

On an interesting note - I do see that the (A)dministrative category
doesn't even show up as an option in the Notice triggers page!

I don't know about Microsoft exchange, but if you want to send mail or notices
to patrons, you can use google mail. It's quite easy with program Postfix on
debian (or Ubuntu). More information about use google mail server is here:
