In our system, we assign the card number. In the beginning, the card number
and borrower number was the same. Not sure when it happened, but now they
are different.
Should this be and will it affect the system in any way?

this is the expected behaviour. I think the reasoning is that a record
without items is not helpful to the patron - they can't place a hold or
request it otherwise.
