[Koha] unable to upload downloaded file from download folder

Sir/Madam I am using Koha 18.11, mysql Ver 15.1 Distrib 10.0.36-MariaDB, Ubuntu 16.04. While I am trying to upload books in the field 856u, I am not able to upload file. I check xml file, path is ok. But at the same time, the uploads directory has not access to copy files. Kindly help me.
