[SIGNED-OFF] Bug 17560: Hold fee placement at point of checkout

Currently, Koha charges all patrons a hold fee in all circumstances, if
a hold fee is applicable to their patron category.
This is immediately applied at point of request.
However, it would be useful to let patrons make requests without a
charge
being incurred until they physically have the item in their hands and
checked out to their cards.

The hold fee will only be added to the account  as soon as the item is
checked out to the requesting patron.
With this scenario, we will be certain that patrons have the correct
item, and they are happy with what has been supplied.
It also means that patrons can place holds via the OPAC without reaching
the usage limit that has been selected.

Test plan:
0/ All the following steps must be done with a patron using a patron category
with a hold fee
1/ Make sure that the existing options for HoldFeeMode work as before
2/ Select the third option "any time a hold is collected"
3/ Place a hold on an item
4/ Note that the patron has not been charged
5/ Check this item from the staff interface
6/ Note that the patron has been charged
7/ Place another hold
8/ Use the self checkout feature at the OPAC for the checkin
9/ Note that the patron has been charged and a message is displayed to
inform about the fee.

There is a duplicate ID in HTML code, because of this:



Test plan:
1) Edit a patron and look into its HTML code
2) Find input: name="B_streetnumber"
3) Its ID is B_address - a duplicate within the code in fact
4) Apply the patch
5) Repeat steps 1 and 2
6) The ID is unique now: B_streetnumber

Bug 17561 - ReserveSlip needs itemnumber for item level holds on same biblio

This patch fixes a regression after bug 14695.
This patch adds itemnumber and barcode as optional params in ReserveSlip used
by hold-transfer-slip.pl to generate HOLD_SLIP. This is for ReserveSlip to be
able to generate correct slips when items in multi-item holds are checked in.

Test plan:

1) activate a circulation rule with multi-item holds
2) Place two holds on same biblio for patron
3) for debugging, either use browser console to observe POST request and
responses
   or use info from reserves, e.g. reserve_id in the HOLD_SLIP
4) checkin both items on pickup branch
5) note that both holds are effectuated, but reserve_id is the same on both
slips
6) also note that there is no itemnumber or barcode in the requests from
returns.pl
7) Apply this patch
8) repeat 2-4
9) note that reserve_id is now different on the two slips

With bug 14695 patrons can now place multiple holds on same biblio. The
ReserveSlip function used by hold-transfer-slip.pl though doesn't take
itemnumber as param, so any item returned belonging to the same patron's
reservation on the same biblio will trigger the same slip, which is the first
match.

It itemnumber (or barcode) is included in request to ReserveSlip, the correct
hold slip should be returned.

GetReserveId used in ReserveSlip takes itemnumber anyways, so it makes sense to
include it.

[SIGNED-OFF] Bug 16873: Improve renewal error messages on self check

When a patron is not allowed to renew from the self check module, the
only message displayed is "No renewals allowed".
It would be nicer to let him/her know that the renewal is not allowed
because it's a on-site checkout or automatic renewal.

To do so we can call CanBookBeRenewed instead of CanBookBeIssued and get
the renewal error.

Test plan:
0/ Switch off AllowSelfCheckReturns
1/ check out an item and tick "auto renewal"
2/ Go on the self check module
=> auto renewal message is displayed
3/ check out an item and tick "on-site checkout"
4/ Go on the self check module
=> on-site checkout message is displayed
5/ check out an item without ticking any checkboxes (regular checkout)
Renew it to reach the max renew allowed
6/ Go on the self check module
=> regular checkout message is displayed
7/ Switch on AllowSelfCheckReturns and repeat previous steps
=> "Return this item" button is displayed in addition of the renewal
error message

Currently, Koha charges all patrons a hold fee in all circumstances, if
a hold fee is applicable to their patron category.
This is immediately applied at point of request.
However, it would be useful to let patrons make requests without a
charge
being incurred until they physically have the item in their hands and
checked out to their cards.

The hold fee will only be added to the account  as soon as the item is
checked out to the requesting patron.
With this scenario, we will be certain that patrons have the correct
item, and they are happy with what has been supplied.
It also means that patrons can place holds via the OPAC without reaching
the usage limit that has been selected.

Test plan:
0/ All the following steps must be done with a patron using a patron category
with a hold fee
1/ Make sure that the existing options for HoldFeeMode work as before
2/ Select the third option "any time a hold is collected"
3/ Place a hold on an item
4/ Note that the patron has not been charged
5/ Check this item from the staff interface
6/ Note that the patron has been charged
7/ Place another hold
8/ Use the self checkout feature at the OPAC for the checkin
9/ Note that the patron has been charged and a message is displayed to
inform about the fee.

I am not sure why, but this is not working for me.
Testing on a kohadevbox.
Applied patch, activated Plack for the instance, restarted Plack.
I receive an error message [object Object] or similar when I try searching in
Rancor and it never finishes.

I am not sure if this is me or another error so not changing status, maybe
another QA person is more successful.

[PASSED QA] Bug 17476: Add a way to bypass dt_from_string processing time for
slow servers

We already change this value from 1 to 2 but apparently it's not enough
So let's switch it back to on and add a flag (env var SLOW_SERVER) and skip
these tests
if set

Test plan:
  prove t/DateUtils.t
and
  SLOW_SERVER=1 prove t/DateUtils.t

should return green

[PASSED QA] Bug 17535: Fix search for reports by keywords

The commit cf9031711282f4be23e4a639797d0fd178940e1f
Bug 14435: Add the ability to store result's report
introduced a regression when searching for reports by keywords.
It also breaks tests in t/db_dependent/Reports/Guided.t

It's caused by the missing join on saved_reports.
The error says DBD::mysql::db selectall_arrayref failed: Unknown column
'report' in 'where clause'

Test plan:
Confirm that the tests are fixed and that you are able to search for
reports using the "keyword" input

[PASSED QA] Bug 17394 - exporting checkouts with items selects without items in
combo-box

In checkouts table, the is an export form (when some exports syspref are
enabled).
When selecting some checkouts and selecting "ISO2709 with items" in export
format combo-box, clicking on "Export" will select "ISO2709 without items" in
the export format combo-box.
This is quite strange.
Its because the form as 2 inputs with same name and id "output_format" : an
hidden input (the wanted arg for tools/export.pl) and a select (the export
format combo-box).
So an action meant on the hidden input impacts the select.

This patch corrects by changing id and name of the export format combo-box :
issues-table-output-format

TEST plan :
- Enable checkouts exports by setting syspref ExportWithCsvProfile with a
profile
- Go to circ page of a patron with checkouts :
/cgi-bin/koha/circ/circulation.pl?borrowernumber=xxx
- Show checkouts table
- Select some checkboxes in "Export" column
- Select "ISO2709 with items" in export format combo-box
- Click on "Export"
=> Without patch, the export format combo-box changes to "ISO2709 without
items"
=> With patch, the export format combo-box does not changes
- Check the export file contains the items
- Check exports "ISO2709 without items" and "CSV" are OK

2) go to patron profile -> notices
-> without patch, the showing/hidding of notices content does work
correctly only on first loaded page
-> with patch, it should work correctly everywhere - try to use
paginator, searching, ordering

[PASSED QA] Bug 17548: Fix step 1 of memberentry

This bug has been highlighted by bug 15407.

The date limit check on the category code did not work on step 1. But
after bug 15407 the script crashes with
  Can't call method "dateofbirthrequired" on an undefined value at
  /home/vagrant/kohaclone/members/memberentry.pl line 311.

Test plan:
- Edit "step 1" information of a patron (first 'Edit' on a patron detail
page).
- Save
=> Without this patch it BOOMs
=> With this patch, the info should be correctly saved
